In May, Australia also becomes the first in a series of countries being highlighted by the Global Campaign to End Immigration Detention of Children. This campaign was launched on 21<sup>st<\/sup>\u00a0March 2012 at the UN Human Rights Council. Australian campaign members will use the month of May to push for an end to Australia\u2019s policy of indefinitely detaining all children and families before moving them into the community. International examples from Belgium, the UK and Sweden show that child detention can be prevented, thus benefiting both the child and the State. The video petition \u201cSpeak up behind Bars,\u201d aims to collect at least 428 local YouTube messages of support for detained children, to match the number of children currently in detention.<\/strong><\/p>\n<p>The youngest unaccompanied child in the Australian Immigration Minister\u2019s care will have spent a year in detention in May. The girl was only six years old when she arrived on a boat without her parents. She is presently locked in her third detention facility with no prospects of being released. The youngest child with parents in detention is two years old and was born there. After birth, the mother and newborn were returned to the locked facility. Unlike people who arrive by air and seek asylum in Australia, all maritime arrivals are subject to a policy of mandatory detention. In practice, most unaccompanied minors and families are locked up for months before being released into a community-based alternative with certain conditions.<\/p>\n<p>Australia is unique amongst Refugee Convention signatory nations in its use of remote, indefinite, mandatory detention for children and their families. The Global Campaign and its Australian partners call on Australian authorities to establish a policy that presumes against the detention of children.<\/p>\n<p>In May the international video petition \u201cSpeak up behind Bars\u201d aims to collect at least 428 local YouTube messages of support for detained children, to match the number of children currently in secure detention facilities in Australia. Anyone under 18 can show solidarity by recording a 20 second message behind bars for\u00a0<a href=\"http:\/\/www.youtube.com\/speakupbehindbars\">www.youtube.com\/speakupbehindbars<\/a>. Schools can also participate and make use of a consent form to organise a recording session.<\/p>\n<p>Other campaign activities during May will include a visit to the Leonora Detention Facility by ChilOut, a group of Australian volunteers advocating for the release of children in detention. Formerly detained children will be meeting Members of Parliament in Canberra. Several schools plan educational activities after which students will record personal video messages of support. The global petition to End Child Detention will address email letters to Minister Bowen with a paragraph about Australia.<\/p>\n<p><em>\u201cThe campaign chooses to start with a focus on Australia because its harsh immigration detention policies towards children stand out internationally. It is possible for governments to end child immigration detention and set up humane alternatives,\u00a0<\/em>said Jeroen Van Hove, Campaign Coordinator.\u00a0<em>\u201cGovernments should not detain children just because they are fleeing abuse, war and poverty or don\u2019t have any papers. Many of these children are unaccompanied, have lost their parents, are already traumatized and just want safety. Children should not be locked up. They pose no threat to the community\u201d,\u00a0<\/em>he said.<em>\u00a0<\/em><\/p>\n<p>It is never in the best interest of a child to be detained for immigration purposes. The negative psychological, emotional and physical impact has been well documented. States should ensure that a minimum level of protection and support for children is in place in the community.<\/p>\n<p>The Campaign calls for:<\/p>\n<p>&#8211; Australia to treat every child seeking asylum or irregularly migrating first and foremost as a child, with dignity and in line with our international obligations.<\/p>\n<p>&#8211; Australian Federal legislation to ensure that no child is detained in an immigration detention centre (or any such renamed facility), or only for the shortest possible time and always as a last resort. Any facility children are kept in should be appropriate and the care for unaccompanied minors particularly considered. This refers to group homes, hostel style accommodation and the use of metropolitan locations only.<\/p>\n<p>&#8211; The Minister for Immigration to cease holding the role of guardian of unaccompanied minors seeking asylum in Australia, since it poses a clear conflict of interest.<\/p>\n<p>This approach is in keeping with the 2004 HREOC report,\u00a0<em>A Last Resort,\u00a0<\/em><a href=\"http:\/\/www.hreoc.gov.au\/human_rights\/children_detention_report\/index.html\"><em>http:\/\/www.hreoc.gov.au\/human_rights\/children_detention_report\/index.html<\/em><\/a><em>\u00a0<\/em>and in part, with the Government\u2019s own policy on immigration detention and with many Australian parliamentary inquiry reports and recommendations.<\/p>\n<p><a href=\"http:\/\/endchilddetention.org\/wp-content\/uploads\/2012\/04\/120430-child-detention-Australia-May.pdf\" target=\"_blank\">View the full press release<\/a><\/p>\n<p>View campaign activities on\u00a0<a href=\"http:\/\/www.endchilddetention.org\/\">www.endchilddetention.org\/australia<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>May 2012 marks the twelfth month of detention for one of the 428 children currently in Australian facilities.
